Paris is lovely in November. I think the best times to visit Paris is either Spring or Autumn, and avoid the pressing heat and crowds of tourists of Summer.
Instead of cold, you'll probably have more chance of rain, but then there's so much to see and do indoors, that rain doesn't need to spoil your trip. If it starts to rain, you just nip into the next metro and spend an hour or two in one of the fabulous museums until it clears up.
Just dress warmly, and bring an umbrella – but same goes for Cologne anyway!

Just a quiet walk along the Seine at dusk, in a gentle rain, with your lover. Doesn't get much better than that.
When you go into some of the famous old buildings look at the ceilings. The detail in architecture their astounds me. Go to Notre Dame. Le Louvre is the most famous museum in the world. Sacre Couer is really cool, just go with your parents, cuz some of the people around their are a little shady. Riding the metro is must even if it's not the most glamorous. Eating at Cafe's is a vital part of the Paris experience. Champs Elysee (sorry its misspelled) is fantastics
You just need to know the basics like
Bonjour – good day
Merci – thank you
S'il vous plait – please
I don't understand – je ne comprend pas
You're welcome – de rien
The French are very polite, so when you enter a small shop eg a bakery, make sure you say Bonjour, even if other people are there. The owner will notice, and you'll get better service than a tourist that just wanders in saying nothing.
Here's a website that gives you some basic French words and phrases, and how to pronouce them:

But really, don't worry about not knowing French, just be polite, smile and all will be well. Just enjoy your holiday!
August would be a good time, as most French people have vacation then, but I think earlier in the summer would be fine too if August is too late. Go, go, go. Don't hesitate. Paris is great any time of year.
You will need to secure a tourist visa prior to your arrival. This is the only way they will allow you to go past immigration control… even for 1 day. Strictly speaking, once you pass through immigration and leave the airport you are no longer "in transit". For what it's worth, I think it will be way too much hassle to have to secure a visa (which isn't free, btw) for a day's visit. If you really want to see Paris, get a visa and stay a few days. There's lots to see for sure!
the cheapest means to travel from Italy to Paris are hitch-hiking and train
Have fun
You'll be quite safe, don't worry. I love Paris, been there many times and never had any problems or felt unsafe ever.
